This is Sonic R for the PC, but also developed for Saturn. Sonic R was a racing game developed by SEGA and Telltale Games. Although SEGA will never flat out say it, it was pretty much developed as a cover up for the fact that Sonic X-Treme, the former 1st 3D Sonic game on Saturn, as scrapped. Although panned by critics and players alike, there are a few, like me, who didn't particularly mind the game. The controls weren't as bad as people say, the music isn't as bad as it could be, but it is VERY short, and pretty easy.
