Can You Play Tokaido Solo? - One Player Playthrough

When true solo games are hard to come by, how can we tweak the multiplayer games we have, to work with solo rules? Tokaido already has precedent for a sort of 'AI' - a dummy player that gets used in a 2 player game. Can we play Tokaido purely solo?
