Credit to softmonkey and Duff85 over on x360a for the location. If you keep tweaking the rope and balloon position you'll get 1.5 in the end. I found that the rope would glitch onto something up on the left from there I just kept adjusting the balloon around. Good luck. (Apologies for quality taken on netbook webcam)
