A new parameter is added in this game... Appeal increases or decreases house value and rent. You can increase appeal by painting or building parks near houses. Parks increase appeal of nearby houses and overall appeal. You can purchase houses by cheaper price. 'Offer less' is accepted if there are 2 or more houses are on sale, or a house of the same type is on sale. 'Low-ball' is accepted if there are 4 or more houses are on sale, or 2 houses of the same type are on sale. You can temporarily put your own houses on sale to meet this low offer condition. I don't know why, but sometimes you may purchase a house for free with low offer. Well, I'll ignore this glitch.
