This is Tetsudou Nippon! Rosen no Tabi: Ohmi Tetsudou Hen (鉄道にっぽん！路線たび 近江鉄道編), a train simulator game released for the Nintendo 3DS on May 21, 2015 by Sonic Powered. This was the fourth entry in the Japanese Rail Sim series. To the rest of the world, this game is called Japanese Rail Sim 3D: 5 Types of Trains. Fun fact: In the localized/western version, the yellow mascot was removed for unknown reasons. Check out the game here:
