There are only 10 levels in Challenge Campaign, but these are harder than most of Main Campaign levels. You need 16 lots in this level. Build and sell some houses to buy lots. Then, build houses and collect rent until you own 16 lots. You can save money by placing some buildings next to houses you want to buy.
